dc.description.abstract. On the basis of the provisions of the Military medical doctrine of Ukraine and the concept of reforming the emergency medical care system, in order to form a unified methodological approach to optimization of the logistic management of the system, to analyze the organization of emergency medical care and medical support of the Armed Forces of Ukraine and civilians in a special period of the state that within the single medical space is considered as a key human rights standard and a legal challenge in the health sector of Ukraine. Based on the conceptual approach to reforming the health care system of Ukraine and the practice of its implementation, particularly during the special period of the state, an analysis was performed of international and national legislation, normative legal acts of Ukraine, administrative decisions of the governmental and departmental levels, including the protocol nature of the Ministry of Health Care of Ukraine, Ministry of Defense of Ukraine and State Emergency Service of Ukraine, which regulate the stages of reforming the emergency medical care subsystem, as well as the definition of their correlation and features of interagency administrative regulation. The subject of the study was medical support for servicemen and civilians in accordance with the requirements of medical protection in conditions of military emergency. The analysis of the basic system principles for organization of providing emergency medical care at the current stage of reforming the health care system in Ukraine confirmed the conceptual approach to the management decisions of the Ministry of Health and normative legal acts that regulate the stages of reforming the emergency medical care subsystem and practice of its implementation in Ukraine in 2017–2019. In order to achieve NATO-Ukraine Partnership Goal (G5404), the reform process in the Ukrainian Armed Forces during the special period of the state concerns the reorganization of the military medical service, which takes into account: the provisions of the NATO Principles and Policies of Medical Support (IAW МС0326/4) and the Allied Joint Doctrine for Medical Support (NATO Standard AJP-4.10(В)), as the primary legal act of the Alliance’s military medical service. The concept of civil-military unification of emergency medical care is an organizational and methodological component of the process of reforming the health care system of Ukraine, which should be considered as a component of national security of the state.
