Короткий огляд (реферат): . Background. Medical response to the counter-terrorist operation is needed for the implementation of civil-military cooperation system. The main directions of it in the field of health care have been defined as: 1) development of the concept and plan of interaction; 2) provision of medical care; 3) organization of sustainable functioning of medical and medical units; 4) medical evacuation (transportation). However, the issues of the interagency cooperation in emergency medical care have not been sufficiently studied in Ukraine. The purpose was to determine the principles of civilmilitary cooperation in the field of emergency medical care during the counter-terrorist operations in Ukraine. Materials and methods. In accordance with the reform of the health care system of Ukraine and the practice of its implementation, particularly in the special period of the state, based on bibliographic and semantic methods of research, there has been performed a systematic analysis of international legislation, including standards and directives of the North Atlantic Treaty Organization (NATO), and normative-legal acts of Ukraine governing the stages of reforming the emergency medical care subsystem and the features of interagency administrative and legal regulation. The object of the study is the system of emergency medical care of Ukraine in case of military emergencies; the subject of the study — civil-military cooperation in the system of emergency medical care of Ukraine in accordance with the requirements of medical protection of servicemen and civilians in the territories adjacent to the area of hostilities and in the area of special operations. Results. The transformation of emergency medical care organization standards in the Armed Forces of Ukraine in accordance with the organizational basis of the doctrine of medical support for the armed forces of the NATO member states, based on the principles of civil-military cooperation, led to the introduction of several levels of medical evacuation in the medical support system of the Armed Forces of Ukraine (according to the 2016 NATO standard is defined as the level of medical support) with its maximum integration with civil health care system. In the world, there are basic concepts that determine the content of medical and evacuation measures to provide medical care to the wounded and sick people, namely: the type and amount of medical care based on the principles of tactical medicine in the conditions of military operations and tactical emergency medicine. In accordance with which, depending on the medical and tactical prospects, against the background of a possible combat situation, tactical medical planning and assessment of medical threats are carried out. Conclusions. In terms of the analysis of the organizational basis of medical support for the armed forces of the NATO members states, the features of introducing four levels of medical and evacuation support in the medical support system of the Armed Forces of Ukraine are determined, namely: ensuring the requirements of administrative and legal regulation in interagency unification standards for emergency medical and skilled care at the tactical, operational and strategic level. The introduction of civil-military cooperation mechanisms necessitates the development and implementation of unified protocols for the provision of emergency medical care, treatment and rehabilitation of sick and wounded people for the civil and military health systems.
